Cannot interact with others in household

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 4
What expansions, game packs, and stuff packs do you have installed? All.
Steps: How can we find the bug ourselves? I'm not sure.
What happens when the bug occurs? My Sims no longer interact with one another even when prompted.
What do you expect to see? I expect my Sims to follow commands with interactions.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No

I just purchased Strangeville and then I had an update to my games from Origin. I've started and restarted the game several times my Sims are no longer able to interact with one another. I click on them or another family member, hoping to interact and they que up but then the game X's on the interaction and nothing happens. Anyone else experiencing this? It's happening in all of my households and it's killing gameplay.

have you tested this without mods yet ?

If not, could you please do so to make sure it's not an outdated mod issue.
