As for your questions, there are dozens of different Dell Latitude models. To get an answer we need more information.

Create a DxDiag in text file format and post it with your next reply. You can do that  with the "choose file" button at the bottom right corner of the reply window.

@akidd99882  Really need the dxdiag but a guess if you have Windows 10 did you enable .net framework in the control panel - programs and features. You need to enable it here as that is the version for windows 10.
