Can't make oven-less food

For a while I've had a lot of difficulty with my sims cooking. It appears that my sims can't cook anything that doesn't require the oven. They make the first half of the meal at the counter, but then when it comes time to change counters (I don't know why they have to change counters at all), they act as though they are blocked. In their blocked bubble is a picture of whatever is next to the counter they are currently using (usually the next counter or the oven). This happens even with plenty of free counter space including several counters with no clutter. There is nothing in the way (nothing hanging from the ceilings either), I have tried selling and purchasing new counters and ovens, I have tried clearing everything from the area, putting kitchen items outside with nothing even near them, I have tried repairing my game, clearing the cache, restarting my computer, taking out mods, but NOTHING works. It's awful. My vegetarian sims can't even make a salad. Any food requiring an oven is prepared fine. It's kind of a small thing but it's ruining my enjoyment of the game. 

If anyone knows of any solutions, I'd be really grateful!

have you tried if it works in a different house for testing purposes ?

Are you using any custom content counters in your game ?

Hi Crin,

I tried in a different house in the same neighborhood and it doesn't work either. It was weird, they went to the bathroom to finish it. I locked the bathroom door and had them try to make another salad, and even though there were 3 empty counters in the kitchen, my sim said she was stuck and couldn't go anywhere with the unfinished food. 

I have custom counters in my game, but none of the houses I was trying it in used them. 

I did try in a different save file, and it doesn't seem to be an issue there.

Try removing your custom content to see if it's still an issue, even if you didn't use them.

I did that at the beginning because typically cc usually is the cause, but it didn't have any effect.
