Seems it's different for every country.

I've now put together a post with all kinds of keyboard layouts:

QWERTZ

• Germany/Austria: ß (smaller) and ´ (bigger)
• Switzerland: ? (smaller) and ^ (bigger)

QWERTY

• Denmark, Finnland: ´ (smaller) and å (bigger)
• Italy: ‘ (smaller) and ì (bigger)
• Latin America: ‘ (smaller) and ¿ (bigger)
• Norway: \ (smaller) and å (bigger)
• Sweden: + (smaller) and å (bigger)
• Spain: ‘ (smaller) and ¡ (bigger)
• USA, Canada, UK, Australia, New Zealand, Netherlands, Poland: [ (smaller) and ] (bigger)

AZERTY

• Belgium: ) (smaller) and [ (bigger)
• France: ] (smaller) and ^ (bigger)
