Oh wait does this mean my version isn't actually up to date? Thats strange because in game at the bottom of the launch page it did say version1.67.45.1020

@simvasiondo you think I should try deleting the txt file to let the game generate a new one?

@mailicha Have you tried deleting options.ini yet? It's in Documents\Electronic Arts\The Sims 4, and if you remove it, the game will create a new one the next time it loads. You'll need to redo all your in-game options, but hopefully the mods setting will stick this time.
If mods still don't stay enabled, you can manually edit the file. These are the lines and values you want:
scriptmodsenabled = 1
modsdisabled = 0
Save the changes in options.ini, load the game, and see whether your mods are enabled. If not, please quit, open options.ini again, and check whether the above values are still the same.

Are you using Avast ?
If so, try adding ts4.exe, ts4_x64.exe and origin.exe as exception.
