Can't Interact with Toddlers

I just turned my baby into a toddler and now my sim can't put the toddler down and the only interactions available are Friendly Intro, Funny Intro, and under "parenting" the two usual (Teach to say sorry, teach to say please and thank you) but my sim can't do either of those. I started a new family after downloading Snowy Escape and haven't played another family that has toddlers since. I have no mods or CC in my game.

@EmiMarie Try resetting the Sim that's holding the toddler.

To do so, open the cheat console with ctl-shift-c, then type testingcheats true

Then shift-click on the Sim and choose reset object (Debug)
