Can't Create Sims

I am having issues with my CAS. Whenever I try to make a new sim/household the screen loads but there is no sim. I have no CC currently in the game and I have tried restarting with no result. Any ideas?

Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
