Can't Bulldoze in City Living

Don't know if this is a known issue but I've never had it happen to me until the last update. The issue is every time I go to bulldoze the lot in City Living the game freezes and I have to force exit through Task Manager. Also, when trying to delete items, walls or rooms it states "Not Expanded to Ops". The only apartments/condos that I have this problem with is 702 ZenView and Vill Landgrab. Does anyone else have these issues?
