On my I can have it on Max Out Settings.

There is a possibility that it could, as if it is one of Intel's newer low-powered CPUs, it may have a Turbo Boost that activates when intense programs are running (such as The Sims 4). Could you post the full name of your CPU/processor, as well as the rest of your specs so that we can help you.

That's probably a bit low. What graphics card do you have ?

With 1,5Ghz?! Are you kidding me? High-end phones have more Ghz so... It can be possible that your game won't start.
