The Sims 4 - Low FPS when connected to internet

@crinrict So far I've: cleared my cache, re-installed four times, turned off all overlays, blocked TS4 in Windows Firewall (Inbound/Outbound). Pretty much tried everything so I'm pretty sure it's down to this specific issue. Listed my specs in the merged post.

• Do you use a Wi-Fi or Ethernet connection?
• I use a Wi-Fi connection.

• How many files are in your \Documents\Electronic Arts\The Sims 4\Mods folder?
• Only the default Resource.cfg file.

• How many files are in your \Documents\Electronic Arts\The Sims 4\cache folder?
• None. Completely empty.

• How many files are in your \Documents\Electronic Arts\The Sims 4\Tray folder?
• Five.

Are you sure? how can it be a windows problem "on some computers" when the problem is only encountered when playing The Sims 4?

I have this problem. 1/Jun/2020 
10-18 FPS When connected to internet, 100+ When turned off. 
Hoping for a fix.

@Yllnus I tried modifying a dll within the system32 responsible for Internet related functions which fixed the problem for me, so I’m pretty certain it’s a Windows problem.
I later reinstalled windows which also made sims 4 work again.

@zinfector  Could you share what file you modified, and how?  It would be very useful information.  If you don't think it's the kind of thing that should be posted on this forum, or if it contains a link to a third-party download site (i.e. not Microsoft, Nvidia, etc.), feel free to send me a private message instead.
