CAS is blue and doesn't work after interior design game pack.

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? all the expansions, game packs except journey to Batu, and stuff packs except nifty knitting, laundry day, toddler, kids room, romantic garden stuff, and perfect patio stuff.
Steps: How can we find the bug ourselves? I don't know
What happens when the bug occurs? the create a sim becomes all blue and nothing becomes pressable
What do you expect to see? I want to create a sim and start my game

The CAS doesn't work after the latest game pack. The sim is invisible and blue. I can't press any buttons.

Try without mods. This looks like a problem caused by an outdated UI mod (UI cheats or tool mod have caused issues like this).
