Okay,I dont know if it's just me having this problem, but everytime I try to add or merge a sim into another household it crashed

Yes, I have this too!
I have been able to play the sims 4 without crashes and only very minor bugs, however there is one thing that crashes the game each time I do it: when I try to move a sim out or in my main household (most played & the first I created) in household manager. Once I click confirm, the game crashes, or more like disappears as there is no lag at all. All other households I can change, including other played households. Also it is for all sims in the main household, and it also happens if I initially manage another household and move in someone from the main household. It also happens if I last played another family, so changed the active household, and then manage the main household. I checked memory usage, and there is no peak at all.
There is a similar thread here (from september): http://answers.ea.com/t5/The-Sims-4-Bug-Reports/Transferring-Sim-to-another-household-crash/td-p/351..., however this addresses the transfer of all sims (and later posts also addressing problems with manage households, but all differently), while my problem is only with one household and very consistent.
I don't manage households often, but I know earlier I was able to do this without a problem. The first time it happened was a few months ago (I think), but I thought it crashed because of memory overload. Because this was in-game (after playing for hours, never saving because it usually never crashes) I stopped playing for a while, but now I try again and it happens every time.

Can this be fixed, or is it a bug?

Looks like your graphics chip does not have any dedicated memory which puts it below minimum requirements of the game.
The moving/merging always seems to be the first issue that crashes people's computers if they are underpowered.
Make sure your Sims don't have a lot of stuff in their inventory and see if you can move them then and also try lowering your graphics settings to low and update your drivers.

Well, here's some more tips: http://answers.ea.com/t5/The-Sims-4/Info-Sims-4-Crashes/td-p/3586547/
I don't have any more.
Since you are below minimum specs with your computer, not sure what else to tell you.
Good Luck
