After Patch: Sims have no wishes

Steps: How can we find the bug ourselves? Start the game and go into a household
What happens when the bug occurs? Since the latest update from 13.11.2018 none of the sims has any wishes, despite their mood or if I had wishes pinned for this sim. Occurs with or without event active.
What do you expect to see? two normal wishes at least, three if a mood is active.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. 1.47.49.1020 After Patch from 13.11.2018, on same day before the patch the game was running normal.

I already removed all mods, repaired the game, and let the game generate a completely new sims 4 folder, the bug still exists.

Also a friend of mine told me she has the same problem after the update, she also plays in german.

You can turn it on again in the settings. "Launen anzeigen/ausblenden"

How do you turn it back on? Do you have to opt the sim out of fame to turn it back on?
