Accidentally didn't restart sims 3 after i changed stuff in Options menu

I don't remember precisely how it happened but: I was changing the quality of my graphics in the Options Menu, and when I clicked the button to apply the changes, and I actually don't recall getting the message to restart the game or else there would be serious graphic issues.

But now ANYWHERE i move my camera while playing, a bunch of "thorns" comes along, and like that's not enough, when I'm in CAS, the quality of the texture of the clothing is really blurry.

What should I do?

Did you try restarting your computer/the game ?
What's your operating system ?
What's your graphics card ?
