are you using any mods ? This error is often caused by an outdated version of MCCC but other mods can also cause it.

Try removing everything and see if it then works. If it does, narrow down which one it could be,
Use the 50/50 method: http://modthesims.info/wiki.php?title=Game_Help:Finding_Problem_Custom_Content to do so.
MCCC is a likely culprit for this error so if you're using that, head over to Deaderpools page and get the newest version.
