just got off of support:

"I have checked all the information related sims 3 expansion & stuff packs for 64 bit with our higher team and got to know that a lot of players around are facing the same issue in order to installing these DLCs and this is an ongoing issue. Please do not worry and good news is, our team is aware with this & started working on it and it will be resolved real soon, you just need to wait for sometime it will be sorted real soon!"
