sims 4 lot reset

Hi there, id be very grateful if someone could please help me! Whenever i open a lot (any size, type, world) the entire thing is completely bulldozed and i am left with an flat empty lot, the most bizarre aspect though is that when trying to reno apartments or a lot on top of a tower it will also demo these features and give me a ground level empty lot. ill attach an example below where this happened with tidal tower in britchester

Ive never seen anything like it but recently got a new laptop and this issue has been present ever since i downloaded the game, ive tried all the basic things (restarting game etc.. have created different save files) and have no mods installed on this new device, how do i stop this from happening?
