Sims 4 Expansion Packs Won't Download (Mac)

I downloaded The Sims 4 on Origin years ago and I just recently bought the Expansion pack Cats and Dogs. I followed the directions given in the confirmation email but they won't work. I go to my game library, select The Sims 4 and go to expansion packs. In there, I see the option to buy Cats and Dogs. I click buy but it says, "Great news - you already have The Sims 4 Cats & Dogs. But you'll need the base game to access this content in your game library." I know I have the base game- I play it all the time. What do I do?

Have your purchased the pack using a different EA/Origin account than the one you have the base game registered to?
