Your answer makes complete sense, except that I don't have a localthumbcache.package file in the game's file folder
In fact, EVERYTHING looks completely different after the game update. I had the exact same problem/did the same thing OP did back up top, and now I got stuck with this not-too-good looking situation. I should mention I'm on a Mac OS. I know, I know, it's all I have alright. Don't know if this makes any difference?

That’s the wrong folder. Did you right click on the game and show package contents to get there? Your Mods folder is in Documents > Electronic Arts > The Sims 4. You need to launch the game for the Sims 4 folder to appear.

Thank GOD you said that, I did do exactly that (right click on game icon) and that's where I ended up.
