I've looked in every folder, in my disk space as well, i found the sims 4 application and the game packs folder and followed those steps like copying all the packs and placing them in a new folder and putting them back in where the sims 4 application is. I don't know what do from here at all, I feel like I've tried everything.

@Bluebellflora@puzzlezaddict May the EP, SP, and GP subfolders in the old TS4 folder be deleted once their identical counterparts are found over in the new TS4 pack folders?

Do you mean the packs that I explain to move from the Sims 4 app into the newly created Sims 4 Packs folder? You should move them, not copy them. They will not recreate in the app.

Here's what happened. For some reason, the packs were re-downloaded and I noticed a dramatic reduction in disc space. After some investigation, I noticed that there were identical copies of the EP, SP, and GPs subfolders in the new TS4 packs folder and the old bundle.

So you have the packs showing directly in the Contents folder in the Sims 4 app, like they were originally, AND in the Sims 4 Packs folder? Just remove them from the Contents folder and it should be fine. Your folders must look like mine in the screenshots in points 5 and 6, depending on how many packs you have purchased.
