Error- Unable to start due to missing game data.

Is it ok that there are 2 folders in the Electronic arts folder:
The Sims 4
The Sims 4 Legacy Edition
The repair seems to go through the "legacy" folder, the modified timestamps are current. Some of the timestamps in the "sims 4" folder are modified as well.
Config file info is exactly the same in both folders:
