Double story basements not displaying correctly

Double story basements are not displaying correctly in my game. I have tried the game with mods and with all mods removed with the same result.

 

On lots with a basement two stories deep, such that the ceiling of the lower basement is removed creating a double story basement, I now get the issue where looking from the higher level there is what looks like a dirt floor between the levels.

 

Before the update it displayed correctly as empty space. There isn't actually anything there. When I try to remove the floor, it says there is nothing to remove. It just isn't displaying correctly.

 

I have searched to see if anyone else is having this issue, but have so far found nothing. It also happens in a new build.

 

 

Any suggestions?

It's no longer possible to have multistory floors in basements.  There is a bug report about it, but no confirmation on whether this is an actual bug or an intentional change.
