i have the same issue. sent my sim on a three hour jog to the beach only to discover he couldn't go swimming.
one disappointed little plumbob here.

I also noticed that if I click on boats docked I can swim. Funny eh?

@realfabiomello Thanks for the info. Sims can also swim autonomously, whether they're at the beach or they get mysteriously teleported into the middle of the ocean by some unseen force. So the issue is apparently that the interactions are missing from the water itself, not anywhere else.

Hello! Don't know if anyone put this out yet, but, I did find that if I build a "Fishing Spot" with a pond, then go to buydebug and put the salt water marker into that pond, and add salt fish, the sims can once more has the fishing options, and you can fish the salt water fishes. All of the fishing options come up.
But, still no swimming options.
Hope this helps! you can at least get your salt water fishes.
