Building For Free

I'm going to sound really stupid by saying this, but I am still new at the sims 4 so please don't judge me. I've watched youtubers like The Sims Supply, doing builds on TS4 and he didn't seem to spending money. Is that like a feature on TS4? Building like in a creative mode? Sorry, I really am an amateur on TS4.

@gddd05  You can edit lots in your sims' world without their owning the property.  Here's an old post from SimGuruGrant on the subject:
