Build/Live Mode Static and Purple/Green [ Edited ]

What expansions, game packs, and stuff packs do you have installed? Discover University, Get Famous, Seasons, Cats & Dogs, City Living, Get Together, Get To Work, Parenthood, Dine Out, Spa Day, Outdoor Retreat, Bowling Night Stuff, and Movie Hangout Stuff.
Steps: How can we find the bug ourselves? The bug occurs whenever I go to a lot in build mode or live mode. I've tried going on different saves, worlds, and lots, but I still get the problem. I have laptop mode off.
What happens when the bug occurs? Whenever I go to a lot, build mode or live mode, everything is static and purple/green. When I go the gallery and close off of it, you can still kind of see it. That also happens with other pop ups like "build mode items have been removed".
What do you expect to see? I expect to see a normal build/live mode.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I'm playing on the legacy version. 
I'm not running any antivirus.
I've repaired the game many times and have also tried uninstalling and reinstalling it.

I have removed all of my cc/mods and I still have the problem.
