Werewolves game pack is not working [ Edited ]

I bought the game pack yesterday but it doesn't day I own the pack, it just says Download to use when I already have it downloaded. After reinstalling my game, checking for updated, looking at SDX and watching it download there nothing showed up. None of the features of this pack is even in my game. Not even Moodwood Mill nor can I create a wolf in CAS. It doesn't even show the occult feature, I only have this pack installed and nothing else. Is anyone else having or is the game pack on the store just for purchases and is not ready to be played yet.

@Bossdiva1 try this solution 

• Highlight the game on the dashboard/home screen
• Press the Options/Menu/Start button on the controller
• Select "Manage Games and Addons" 
• Select "Install" on all the DLC you own for the Game that you want installed.

I have the game pack installed already and it still said "Download to use" as seen in the photos then I go to information on the dashboard and the game is locked. I sent a photo.

I also tried restoring my license as well but it showed up with an error screen. I'm scared to deactivate my primary account then reactive it but what if that makes it error again? I'll try it of that's a suggestion, but I don't have a spare console.
