The sims 4 seasons bundle on xbox one

Ok so I bought and downloaded the sims 4 season's bundle they had on sale and installed it but when I get to the actual game it says to download to use each of the packs in the bundle?? I don't understand how to fix this I've tried uninstalling it and reinstalling and that doesn't seem to work. I just really hope I didn't waste $26!
