Skill books not working [ Edited ]

• my skill books are broken I have two Sims 1 is on skill level 7 of the parenting and the other one is on skill level four of the logic no matter what parenting book or logic book I read there's still doesn't go up and there's no progress bar because of this issue they cannot finish reading any of the books. I also cannot complete my aspiration of reading 3 books because of this issue I'm not sure what to do has anybody else had this problem
