Sims4 Locked

I have a transaction code showing I purchased the sims 4 game for PS4  but it shows as locked and will not let me open the game for some reason.  I’ve tried the regular “activate PS4 as primary” and “restore licenses”.  The game is downloaded but won’t let me play it.

Are you logged into the account that purchased the game? If so, unfortunately, I'm out of ideas. It would be best to contact Sony support to find out why this game is locked. Thanks!
