Sims 4 DLC packs

I downloaded the bundle with pets and toddler stuff for PS4. The pets is working but the others aren’t. They come up as bold on the main screen to show they are purchased but none of the items are in game. 

I have restored licenses. I have deactivated and activated primary user and restarted after all these. What else is there to try?!

@bettyboo2012 You've already done all the recommended troubleshooting. Did you try just uninstalling everything and reinstalling?

I have uninstalled and reinstalled, no luck.  The Cats and Dogs DLC is still not showing.  It says “already installed” on the store but not in the game.

@JTmunny82  Please shut your console down completely. 

You can turn off your PS4™ system in any of these ways.

• Select (Power) from the function screen, and then select [Turn Off PS4].
• Select [Power] > [Turn Off PS4] on the quick menu.
• Press and hold the power button for at least 7 seconds (until the system beeps twice).

When you turn off your system, the display darkens, the power indicator blinks white, and then turns off.

Once the console has completely turned off, please restart the console and relaunch the game to see if your packs appear properly.
