Pre ordered werewolves won’t download to Xbox game cloud

I pre-ordered the werewolves pack on June 15th while playing through the Xbox cloud and after it came out it wouldn't download to the game even after restarting it. All it would say when I would click on it is "download to use". I don't know what to do anymore to get it to download, every other pack I've downloaded through it has worked fine.

@anachannie Press the xbox button then press the start button on the sims 4 go to manage games and add ons then press a on the sims 4 it brings up your add ons tick the box for the sims werewolves then save changes it will now download.
