It wont let me place fences at all ps4

As i was building a cemetery on an empty lot but it would just say -$0 when i try tom make a fence. I tried the replace tool, draw tool, and room tool but it doesn't work. Earlier it was working and i even have a hedge fence built this only started to happen after i turned on bb.moveobjects on but i'm not sure if it is related. i only own the stuff that i got from the deluxe edition so no other DLC and this is the first time i encountered this error. i attempted to go to manage worlds and go back to fix it but no cigar, also i tried closing the game after saving on a new slot so i didn't corrupt my save and reloading but it still wouldn't let me place fences. thank you for your time i really love your game and im saving up to buy some DLC's but for now im too broke lol.
p.s. the color thing is bugged for the text i tried making a red 0 and stuff but it kept doing weird stuff now something else is red
