Cutaway wall mode not working

So I moved 2 of my sims into the alto apartments and now my cutaway wall mode doesbt work. They walls either have to be all the way up or all the way down.  When I try to out cutaway walls up all it does is add the very out wall/windows of the apartment. Any idea what could cause this?
