Age restriction for online gallery?

I set up a PSN account for my daughter so she could use the new online gallery feature on PS4 (she is 9) but even though I have every single restriction set to "allowed" on the PS4 parental controls it still has a message saying she has no access to some features when we start up the game and she can't access the online gallery.

The game has been updated (version 1.21), The internet is working.

Does this mean because she has her age in the PSN set to 9 (something I can not change now) she can't access the sims 4 online gallery on PS4 even though I'm okay with it and have allowed everything on Ps4 settings?

@nicolareed  I found a couple threads that may help. It looks like underage (under 13) accounts do not have gallery access. 

https://help.ea.com/en-us/help/account/online-access-for-child-accounts/ This link has a lot of information on underage accounts. I think the information that you would find the most helpful is towards the bottom. It includes the console, a contact, and some other info.

• Select the Sims
• Select your Platform
• Select a Topic
• Select an issue
• At the next screen you can chat with a live support person.
