legendary drop chance

I don't know if this is clear or not, and no one may know, but for the 35k packs (wonderous pack of greatness) is there a drop chance for legendaries, or is it luck based? Today I got 2 legendary hats, one in the morning and one late at night. But a while back I got part of the disco chomper, and weeks later, got part of the toxic superbrains. After this, I beleive it is luck based, but I could be wrong. Thanks.

That is actually Plants vs Zombies Garden Warfare 2. You posted it in Pvz heroes discussion. But yeah, mostly get legendary hats, no legendary character pieces. I rely on the community challenges for the pieces. However, if you grind to 1k coins, you may have a chance of getting one legendary sticker.
