Cursor off on High Sier a?

I'm running Spore on macOS 10.13. It starts up, but the cursor "aim" is off. If I put the cursor over something, it does not select it. But if I put the cursor down below that object on the screen, maybe 20% of the way down the screen, the object shows the "hover over" effect and I can click the object, even though I'm not actually pointing at it. None of the other games or apps I'm running are doing this. Just Spore.

Spore runs on High Sierra and the cursor is there, I try it out.

Delete the cache under the known command ~/Library/Caches/
then restart the game
