Can i mod Spore if i purchase it in EA Play?

I know that EA Play and Xbox Gamepass restricts access to game files if you just download the game without paying, but if i purchase spore will I be able to mod the game? I don't want to move to steam as that would require buying all the DLC's again and I don't want to spend another $40 if I can help it. thanks.

also, i do wonder if there are mod versions available for Spore GA as it is essentially a whole new game lol
