Skate 3 Servers Up or Down?? [ Edited ]

What has happened with the Skate 3 Servers? Can access online features from another Xbox one account but not my account.  Newly purchased and message says not old enough to access on line features but has been confirmed as an adult account, now I am informed its the Servers which have been taken down, but then why are these accessible by others?
