sim city buildit...can items be purchased through other Mayors

I've been building in my city of Whitehart for some time now and the only item I am not being offered anywhere is the policeman'shat from London Town! It's driving me bananas! I'm doing all the games, planes, disasters, shopping mall,  is it possible to purchase from other people, for example with coins? Other "Mayors" are alway requesting items from me in trade for coins? If that can be done can you please explain it to me? If it can't be done, any suggestions?
