club empty spots

I could never fill all 25 spots in my club, I´m not sure if it is because of invitations my club members send and are never accepted or if it is another problem. Anyway, If it is because of invitations sent, I wished as the president of the club be able to cancel those invitations so I could be able to fill all the spots before the club war
