Why are my buildings being evacuated even though services are available?

I moved some of my buildings today, big mistake. Now all my services are in the red, even though my services are well under capacity and the buildings have been evacuated. I tried logging out a few times to no avail. Anyone know what's going on?

My guess is that you have services that do not have a road connection. It’s an easy thing to do. Good luck.
