This is bug, or is part of the game?

Some of the rebuilding for Vu's destruction can require a lot of items unfortunately. I'm currently having the same issue with many items being needed (2 less then my storage capacity) and I have been unable to rebuild until I can increase my storage capacity or empty out what I have now.
