This new Regional HQ that has been added to the game is only expandable if I reach for my wallet, unless I am missing something. And now it has affected the Contest of Mayors challenges that is trying to force me to pull out my wallet and expand the Regional HQ in order to complete a challenge that gives a high reward for earning a high amount of Regional currency. Without the HQ, it is next to impossible to complete this challenge.
So, unless a player is willing to spend real cash on this, this item is virtually useless. This tips the Contest of Mayors challenges in favor of those willing to break out their wallet.
I didn't mind watching all those video ads so that they could earn revenue but I refuse to play with my wallet. I know there are a lot of us that feel the same. Looks like my days are coming to an end playing this game.
