Red Waste and sewer icon won’t go away

I have 35 houses that need  sewer and waste and I have three of each building now I’m out of money and the icon won’t go away the sims bubbles keep saying to clean the streets and there toilets are backed up but idk what else to do

Without seeing a screenshot it is difficult to say for sure, but if you have enough sewage and waste management for your city it's likely that you have an area of your city that is not linked to the functioning area of your city by roads/streets.

Sometimes you can identify this quickly by sight, other times it might be more easily solved by checking thought bubbles (with red text) or clicking each building, searching for red sewage or red waste icon(s).

The issue is likely a road connection issue. All residential buildings and services must be connected by roads.
