Really annoying S9+ toolbar [ Edited ]

I am a longtime Simcity BuildIt player. I recently upgraded to an S9+. All was fine, but lately a really annoying grey bar has popped up on the right of my screen when I go into messages. After it appears, it won't go away, and covers some of the war screen options like boosters. I have to quit, and restart to get rid of it.

It's not a constant interruption, but it can happen over and over during a single session.

I also have a problem with the regions icon; the game locks when I click it, because there's a menu overlaying it.

Please help!

Not so far. From reading Reddit, it seems pretty common.
