No upgrades for Persian zones building [ Edited ]

I started on the Persian building and since I only had one building I could upgrading I put a new ones down and did the first part. But for the last 24 hours nothing has pop up to upgrade and in the task for mayors champion challenge needed 2 so far not had the pop up hard hat on it still just the one and not the new one since I put it down

Still no upgrades for the Persian zones have come up I built 4 and I only had 3 and out of the 4 and the last one I put down had no upgraide at all

Still no upgrades on my Persian zones has happened so unable to complete the task for the mayors challenge
