New ads never offer vidoes [ Edited ]

update on my particular situation.  Now the video ad pops up and NEVER offers a video.

Same here. It just offers an image ad in place of their video ads. Its duration is infinite ― if I'll close it, I'd definitely miss the reward. It appears during factory production (from Plastic to Sugar & Spices). I'm at level 17 now.
