Missing "friend list" in Facebook app settings.

I've been troubleshooting a friends account for some time now and have reached the end of my IT line.  Here's what I've found that I think matters....

Both of our app settings in FB are set to "Friends".  His wasn't, but I fixed it.  The difference between our settings, now, is that mine, right under "Public Profile (required)" says "Friend List" and has my list of friends.  He does not have this setting.  Being that his "Friend List" in the SimCity Buildit settings is missing, and he can't see his friends.....I'm thinking the issues are one in the same.  Any help is greatly appreciated.
