Message- Complete task before Bulldozing ????

In Builit, i'm stuck population 75,000 level 20 and I am attempting to upgrade my Wind Power Plant of which I have 4 left. Bulldozing one and I get a message "Complete Task before bulldozing" I need to bulldoze the remaining 4 get the refunds and replace with Deluxe Wind Power Plant. Please note I also have Deluxe Wind Power Plant in addition to the 4 remaining Wind Power Plants. Please HELP!

Are you still receiving this message when trying to bulldoze? Can you attach a screenshot? If this is still a problem, with a visual, I may be able to help.
