Mayor of Contest Bottom League?!

Hi

So I had been promoted to town league after winning top place on Suburban League on the last Mayor Contest only to open today's new Mayor Contest and be starting back on the Neighbourhood League.

WTH? Why. Anyone else faced this problem? I'm level 20 not that that should matter.
